DIRECTOR OF FINANCE & HUMAN RESOURCES

Position Description 

The Director of Finance and HR is a critical contributor to the business success of the company. The Director must be able to provide leadership and coordination of both financial management and human resources management functions. This position is also responsible for the day-to-day accounting activities within Interrupt, including supervision and maintenance of all payrolls, invoicing and human resources activities. This role ensures the company’s accounting procedures conform to generally accepted accounting principles. 

 

The expectation is to manage our financials and collaborate with our internal team, but also step beyond simply managing, to leading our thinking – uncovering new opportunities and positioning our company for optimized business results. Manage our HR department and provide best practices and decisions for employee recruitment as well as strong employee retention policies; benefits, payroll and personnel data. 

 

 

Overall Accountabilities: 

  • Directs agency financial and human resource operations 
  • Assists in developing the agency’s annual business plan 
    • Long- and short-range financial planning and HR growth and succession planning 
    • Budgeting and planning for capital expenditures 
  • Assures optimum use of financial resources through sounds forecasting and cash management, included: 
    • Management of cash and other investments 
    • Maintenance of bank relationships 
    • Timely credit and collections management 
  • Coordinates and administers all legal matters, such as litigation, contracts, and agreements 
  • Ability to lead your process and make key decisions on behalf of the company on your own  
  • Maintains top-level contact with agency’s legal counsel, public accounting firm, and banking/loan representatives  
  • Consults with and advises other executives on company policy, operations, objectives and effectiveness 
  • Support the company’s overall mission and follow all standards, policies, procedures and confidentiality guidelines 
  • Member of the Agency Leadership Team, and member of Process Leadership Team 
  • Create and maintain a comprehensive process binder and contingency process (for Finance and HR) -- outlining your accountable process, backup and trained resources, passwords, detailed process steps -- to enable others to easily manage your process if you are unable   
  • Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures (for finance and HR) 
  • Work with agency department leaders to develop annual and five-year business plans for the company 

 

 

Financial Accountabilities: 

  • Manages all tax-related areas attempting to minimize tax liabilities, including: 
    • Establishment and administration of tax policies and procedures 
    • Preparation of tax reports and tax planning 
  • Direct and coordinate company budget management functions, monthly financial planning and annual financial strategy leadership 
  • Maximize cash flow by timing payment of accounts payable with collection of receivables 
  • Recommend benchmarks for measuring the financial and operating performance of divisions and departments 
  • Direct and coordinate debt financing and debt service payments with external agencies  
  • Manage the preparation of the official annual report of actual revenues, transfers and expenses  
  • Manage the preparation of payroll and following confidentiality procedures.  
  • Ensure compliance with local, state and federal budgetary reporting requirements  
  • Serve as primary legislative liaison relative to company financial issues  
  • Direct financial audits and provide recommendations for procedural improvements 
  • Ensure compliance and policies with onboarding employees, regulatory concerns by planning, implementing, with evaluation 
  • Manage 401K process 
  • Manage internal expense report payments, and external invoicing process and AP/AP processes for clients and suppliers 

 

Human Resource Accountabilities:  

  • Design, establish and maintain an organizational structure and staffing to effectively accomplish the department's goals and objectives  
  • Manages compensation, benefits, staffing, affirmative action, employee relations, and training/development 
  • Writes, maintains employee handbook: responsible for keeping all policy manual content up to date regarding changes in laws/regulations, and notifying employees of such changes 
  • Recommend benchmarks for salaries by position type, human resources strategy, performance review process, personnel tracking and employee benefits  
  • Serves as advisor in employee conflicts and disputes 
  • Knowledge and ability to take appropriate steps in HR concerns or issues that may arise 

 

Position Requirements: 

  • 10+ years of experience in a finance or accounting position 
  • Master’s Degree in Finance or Accounting and CPA preferred 
  • Knowledge of finance, accounting, budgeting and cost control principles including Generally Accepted Accounting Principles  
  • Knowledge of automated financial and accounting reporting systems  
  • Knowledge of federal and state financial regulations  
  • Ability to analyze financial data and prepare financial reports, statements and projections 
  • Working knowledge of short- and long-term budgeting and forecasting, rolling budgets and product-line profitability analysis  
  • Work requires professional written and verbal communication and interpersonal skills  
  • Ability to participate in and facilitate group meetings  
  • Work requires willingness to work a flexible schedule 
  • Confidentiality of company financials and HR data is mandatory  
  • Exercise independent judgment and appropriate discretion 
  • Ability to interact with people at all levels of an organization 
  • Ability to work within our culture and a team environment is essential 
  • Position may require prolonged sitting
